Halifax City Hall was completed in 1890 amidst a mood of considerable municipal self-satisfaction as the golden era of Victoria marched into the last decade of the century. One sign of progress was that the old Dalhousie College had been persuaded to surrender its occupancy of the north end of the Grand Parade to make room for the new municipal edifice. Edward Elliot won the City Hall design competition, along with a modest prize of $300. Designed in an eclectic, monumental style, the building is of cream and red sandstone, laid in the freestone technique. It also features granite construction on the ground floor and in the tower. The seven-storey tower has clock faces on the north and south sides. The northern face is fixed at four minutes past nine to commemorate the Halifax Explosion of 1917.
